Manipur | 11-year-old girl allegedly raped by landlord

IMPHAL, December 4, 2018: An Imphal Free Press report has revealed that an 11-year old girl child was allegedly raped four times by her parents’ 27-year old landlord in his residence.
According to Imphal Free Press, the man offered her sweets and a little amount of money before gagging her and threatening to kill her.
The victim’s mother said that her family has been staying at the accused’s rented house for three years. She revealed that together with her husband, she goes out for daily wage work during the day.
She further informed that her daughter would go to school for morning sessions and come back home early at the afternoon.
The accused Francise alias Tomba stays at home most of the time, she added.
She only learnt of her daughter’s rape after her neighbours staying at the rented house informed her. She then found out that her daughter had been raped on November 25, and the incident had happened for the fourth time.
On November 27, she asked her daughter about the details of the incidents and he child disclosed them to her.
People living around the area gathered and started protesting against the crime.
On the other hand, her daughter informed that the mother of the accused, Oinam Chaoba alias Memma had washed the child’s clothes after the crime and even helped her take a bath afterwards.
Memma also told the victim that no one should know about what her son did to her and she would be killed if anyone comes to know of it.
On December 27, the victim’s mother lodged an FIR at Lamphel Women Police Station but no FIR copy has been given to them. The medical examination report which was done at Forensic Science Department RIMS on the same day was also taken by the police who told her that the medical report should not be given to her since it is only meant for the police.
It may be mentioned that on January 18, in complainant of the order of high court of Manipur at the behest of PIL . No. 17 of 2016 filed by Sobita Mangsatabam, secretary of Women Action For Development categorically stated in paragraph-1, “A copy of the medical examination report with regard to sexual offences and cases may be provided to the parents or guardian of the sexual offence victim in such cases where a written request is made by the victim family or the guardian.”
The accused has since been lodged in jail but his mother, who has been involved in covering up the incident, roams free.
