Manipuri bodies welcome HC’s directive for election to MDC

Silchar, March 4: Manipuri Sahitya Parishad, Assam, and Manipuri Diaspora of the State have welcomed the recent judgement of Gauhati High Court, directing the State Government, more particularly, the department of welfare of plain tribes and backward classes (WPT and BC) as well as the authorities concerned to constitute a regular Manipuri Development Council by way of election within the month of May, 2013. The Assam Manipuri Joint Action Committee while hailing the judgement of the High Court expressed its faith in the democratic system. It also urged the government to hold the election to the Council within the time frame given by the Court.
The Gauhati High Court judgement vide order dated February 22, 2013, passed in the case WPC no. 6588/2011, gave a stricture to the State Government and the WPT and BC department to take necessary steps in this regard. There has been simmering discontent among the Manipuris about the functioning of the ad hoc body of the Council. Besides, there have been allegations that the Council has not been maintaining fairity and transparency in regard to financial affairs.
The judgement was given on a writ petition filed by Babu Singha and S Chakraborty Singha in November 2011, calling upon the State Government to constitute a regular Manipuri Development Council. Dr M Shanti Kumar Singha, general secretary of Manipuri Diaspora, said the Council constituted by the State Government has been running with nominated members. According to the rules and regulations of the Council, instead of an ad hoc body which may continue for a temporary period, it is mandated that a regular Council has to be formed.
A duly constituted and elected Council, pointed out Dr Shanti Singha, would alone be able to work and commit itself to the development works in every Manipuri dominated area of Assam and ensure equity and justice to the community as a whole. He was confident that the Manipuri intelligentsia and the community would be active to see that the Council was constituted without further delay in consistent with the norms.
Benubabu Singha, president of the Manipuri Sahitya Parishad, has also pressed for holding and conducting election for the Manipuri Development Council within the stipulated time and in a free and fair manner. This is imperative, considering the socio–economic backwardness of the community and the important role that the Council can play in ameliorating their economic condition. He added to say the Parishad has been in touch with the representatives of various Manipuri organizations with this objective.
